Interim control By-laws ("ICBLs") have been a part of the planning regime in Ontario for nearly thirty years. ICBLs were recommended in the 1977 Report of the Planning Act Review Committee and in the 1979 White Paper on the Planning Act and were first authorized by s. 37 of the Planning Act, 1983, S.O. 1983, c. 1 (now s. 38).
