Mark Noskiewicz is a partner in the Municipal, Planning and Property Tax Group at Goodmans. He practises administrative law, with a focus on municipal and land development matters.

Mark represents private and public sector clients in the processing and implementation of planning, heritage and environmental approvals thoughout Ontario, with a particular emphasis on land development projects in the Greater Toronto Area. His expertise in the field is evident in his work providing counsel to some of the country's largest real estate development firms on complex redevelopment projects. 

Mark appears regularly before municipal councils and committees and at the Local Planning Appeal Tribunal (formerly the Ontario Municipal Board).  He has also appeared before other administratrive tribunals, and before the Divisional Court of Ontario and the Ontario Court of Appeal.


Mark’s representative work includes acting as:

Downtown Projects

  • zoning counsel for numerous downtown Toronto commercial projects, including Toronto Eaton Centre, the CBC Broadcast Centre Block, Brookfield Place, Bay-Adelaide Centre, the CN Tower base expansion and the adjacent Ripley's Aquarium
  • zoning counsel for the intensification and redevelopment of the Square One shopping centre and surrounding lands, part of the transformation and emergence of Mississauga's downtown

Brownfield Redevelopment/Heritage Matters

  • lead zoning counsel for over 20 years with respect to the comprehensive restoration and redevelopment of the nationally historic Gooderham and Worts distillery site, today known as The Distillery District
  • zoning counsel for the City of Mississauga with respect to the redevelopment of the historic St. Lawrence Starch waterfront site in Port Credit

High-Rise Residential/Urban Infill Projects 

  • zoning counsel for numerous downtown Toronto residential tower projects, including Spire, Radio City and the redevelopment of the Chelsea Hotel site
  • zoning counsel for numerous mid-rise/mixed-use projects on main streets/transit corridors, including Shoppes on Queen West and the Sunnybrook Plaza redevelopment

Mark is a Trustee of the Urban Land Institute (ULI) and a past Chair and current Advisory Board Member of ULI Toronto’s District Council.

He was previously on the Executive Committee and Board of Directors of the Urban Development Institute/Ontario, and he regularly provides advice and assistance to the Building Industry and Land Development Association (BILD), on land use policy and legislative matters.
